Lead service line replacement programs to help Illinois communities

Several federal and nonfederal funding sources are available for lead service line replacement across Illinois communities.

The Environmental Protection Agency (EPA) announced more than $75 million in funding for drinking water infrastructure in Illinois. This funding will flow through the Drinking Water State Revolving Fund and can support lead pipe replacement and inventory projects.

What is the LSLI grant in Illinois?

The Lead Service Line Inventory Grant was designed to help Illinois community leaders identify and document the location and condition of lead service lines. This grant was for inventorying purposes only, and it laid the foundation for replacing aging infrastructure.

While this grant program is still open, most Illinois communities have completed inventories, so the focus is shifting toward replacing lead service lines and securing funding to complete the projects.

Illinois EPA State Revolving Loan Fund (SRF)

It is a primary source of low-interest loans for water infrastructure improvements, including lead service line replacements. It serves small, underserved and disadvantaged communities and targets communities that face unique challenges in accessing clean water because of financial or technical barriers.

U.S. EPA Reducing Lead in Drinking Water Grant

This is competitive grant funding aimed at innovative solutions for reducing lead in water systems. The program, also known as the Water Infrastructure Improvements for the Nation (WIIN) grant, was designed to facilitate reducing lead in drinking water in disadvantaged communities through infrastructure improvements, treatment improvements and facility remediation in schools and childcare facilities. 

Water Infrastructure Finance and Innovation Act (WIFIA) 

The EPA administers this federal credit program for water and wastewater infrastructure projects. The WIFIA provides long-term, low-cost supplemental loans for large-scale water infrastructure projects. It has a $20 million minimum project size for large communities and a $5 million project size for small communities and will fund a maximum of 49% of eligible project costs.


How to apply for funding

Each program has different terms and requirements, and the application process can vary. The funding process typically involves several steps, including project plan preparation. Additionally, your application submission must meet grant or loan program requirements. Recipients must demonstrate an ability to execute the project and provide documentation of anticipated public health benefits.
